BMI thresholds differ because research shows Asian populations develop obesity-related health risks at lower BMI values. The WHO sets overweight at ≥25 and obesity at ≥30. Japan (JASSO) classifies BMI ≥25 as obese. The Asia-Pacific guideline sets overweight at ≥23. So a BMI of 26 is "overweight" by WHO but "obese grade 1" in Japan.
